Minnesota State Dog Bite Laws:
In Minnesota, a dog owner may be liable for the full amount of damages caused by his/her dog when the dog bites or injures a person, but only if the injured person is on public property or lawfully present on the property at the time of the bite or injury. A person is considered to be lawfully on the owner's property if he or she was invited to be there, such as a friend or a repair person. A trespasser is not considered a lawful guest of the owner. A dog owner is probably not liable, however, for injuries sustained by a person if that person provoked the dog, causing the dog to attack.

The owner of a dog known to be dangerous must meet certain legal requirements. The owner must register the dog with the local authorities, pay an annual registration fee, and maintain a liability policy of at least $50,000. Dogs must be identified with a microchip device and must wear a tag identifying the dog as being dangerous. The owner must clearly display warning signs on their property around the dog's enclosure. The signs must include the uniform "dangerous dog" symbol as specified by Minnesota's Commissioner of Public Safety. Special care must also be taken by the owner in how the dog is confined. When the dog is on the owner's property, the dog must be properly confined either indoors or in a secure enclosure outdoors. When the dog is not confined, the owner must properly restrain the dog with a muzzle and leash.
